Senior International Partner, Wilmer Cutler Pickering Hale and Dorr

Ambassador Charlene Barshefsky is Wilmer Hale's Senior
International Partner. She joined the firm after serving as the
US Trade Representative---the chief trade negotiator and
principal trade policymaker for the United States---from 1997 to
2001, and acting and deputy USTR from 1993 to 1996. As the USTR
and a member of the President's Cabinet, she was responsible for
the negotiation of hundreds of complex market access, regulatory
and investment agreements with virtually every major country in
the world. She is best known internationally as the architect and
chief negotiator of China's historic WTO Agreement, as well as
global agreements in financial services, telecommunications,
intellectual property rights, high-technology products and
cyberspace. She is recognized as a central figure for
international business and international economic and trade
issues. Her 25-year legal career in the field has encompassed
international litigation, commercial negotiations, investment and
regulatory advice, and dispute resolution, and she has written
and lectured extensively both here and abroad. Ambassador
Barshefsky has been honored by both Harvard and Yale law schools;
her negotiations are the subject of several Harvard Business
School case studies and numerous profiles and she is the
recipient of a number of honorary degrees and industry awards.
Recently chosen as one of the "500 Leading Lawyers in America,"
by Lawdragon Magazine, she was called "a legend in international
business deals and trade agreement negotiations." Ambassador
Barshefsky is recognized as a leader in the area of international
trade in the 2006 edition of Chambers Global: The World's Leading
Lawyers and in the 2005 and 2006 editions of Chambers USA:
America's Leading Lawyers for Business.

* Sanjeev Bikhchandani
Chief Executive Officer, Naukri.com

Mr. Bikhchandani is the Chief Executive officer of Naukri.com.
Mr. Bikhchandani founded and serves as Chief Executive Officer
for Info Edge, India's leading internet classified company. Info
Edge owns and runs Naukri.com, Jeevansathi.com, 99acres.com and
Quadrangle. He has been an entrepreneur since 1990. Previously,
he worked for five years with Glaxo SmithKline (then HMM) in
marketing and with Lintas India in advertising.

* Jaspreet Bindra new
Country Manager---MSN India, Microsoft Corporation India

Mr. Bindra is currently the Country Manager of MSN India &
Windows Live. Mr. Bindra is focused on driving consumer use of
MSN & Windows Live services, bringing new advertisers online and
exploring business opportunities in the booming mobile market
focuses. He also oversees the business development & sales and
marketing in India. Prior to joining MSN India, Mr. Bindra was
with the Tata Group. Mr. Bindra was a part of the Tata
Administrative Services (TAS), and he held senior sales,
marketing and general business management positions in the
telecom, internet and consumer companies within the group. Over
the last year, Mr. Bindra has been contractually associated as a
Principal with Pittiglio, Robin, Todd and McGrath (PRTM), the
global management consulting firm. Mr. Bindra also formerly held
the position of chief operating officer with Bazee.com  now
known as eBay India.

* Raghav Kher
Chief Executive Officer, Seventymm

Mr. Kher is the Founder and CEO of Seventymm, India's first
on-line movie rental service. Seventymm has raised over $10
million funding from DFJ, ePlant and Matrix India. Seventymm
offers over 10,000 movie titles including Hollywood, Bollywood
and other 7 regional language cinema. Prior to Seventymm, Mr.
Kher founded Rendition Networks in 2001. Rendition received
funding from top-tier VCs and under his leadership and pioneered
a brand new software product category called Configuration
Control. Their product "TrueControl" won several prestigious
awards from Computer World, Network World, Network Computing,
Eweek and InfoWorld. Within its first year of business, Rendition
won business with 25 Fortune-500 accounts, including Well Fargo,
T-Mobile, JP Morgan Chase, Countrywide Financial, Microsoft and
Fidelity. In February 2005, just three years after its creation,
Rendition was acquired by Opsware Inc. for $40 million. Prior to
Rendition, Mr. Kher held various executive positions at Microsoft
over 8 years.

* Xiao Qiang
Director, China Internet Project, University of California at
Berkeley

Mr. Qiang is the Director of The China Internet Project at the
Graduate School of Journalism, University of California at
Berkeley. A theoretical physicist by training, Mr. Qiang studied
at the University of Science and Technology of China and entered
the PhD program (1986-1989) in Astrophysics at the University of
Notre Dame. After completing his studies he became a human rights
advocate. Mr. Qiang was former executive director of New York
based NGO Human Rights in China (1991--2002). He has spoken at
each meeting of the United Nations Commission on Human Rights in
Geneva from 1993 to 2001, and has testified before the American
Congress. He has lectured on the promotion of human rights and
democracy in China in over 40 countries in Asia, Europe, North
America, Latin America and Africa. Mr. Qiang is also
vice-chairman of the Steering Committee of the World Movement for
Democracy, and a weekly commentator for Radio Free Asia. Mr.
Qiang is a recipient of the MacArthur Fellowship in 2001, and is
profiled in the book Soul Purpose: 40 People Who Are Changing the
World for the Better, (Melcher Media, 2003). He was also a
visiting fellow of the Santa Fe Institute in Spring, 2002. Mr.
Qiang is currently teaching classes on Participatory Media, China
and Human Rights; researching the confluence of information and
communication technologies and China's social and political
transition; and running the China Digital Times news portal to
explore how emerging participatory media technologies and
practices can advance the world's understanding of China. He is
also the author of a personal bilingual blog: Rock-n-Go, and a
public speaker on China's information revolution, human rights
and its democratic future.

* Neeraj Roy
Managing Director & CEO , Hungama Mobile

Mr. Roy is Managing Director & CEO of Hungama Mobile---owner of
the two biggest entertainment portals in South Asia; Hungama.com
and IndiaFM.com. Hungama Mobile, a division of Hungama, is an
aggregator, developer and publisher of Bollywood content which
holds licenses music titles, videos and movie games. Hungama
Mobile's promotions & entertainment marketing business has won
awards in Digital Marketing, including 4 ABBY Golds,
PMAA-Singapore and the Globes in Miami. Hungama Mobile has
launched a Bollywood channel with 47 operators in 15 countries
including services such as Apple iTunes, MSN Music and AOL Music.
Mr. Roy was recently voted amongst the '50 Most influential

* Ningzhe Tang new
Chief Executive Officer , Beijing Lingtu Software

Mr. Tang co-founded Beijing Lingtu Software in 1999 and is the
CEO of Lingtu. In addition to his role at Lingtu, Mr. Tang is
actively involved in a number of industry associations and
government projects. He serves as the Vice Chair of Marketing
Committee of China GIS Association and Project Leader of the
"Satellite Navigation Application Industrialization" project
under the State Development and Planning Commission.

* Sing Wang
Partner, Texas Pacific Group

Mr. Wang joined Texas Pacific Group (TPG) as a partner in May
2006. Before that, he was chief executive officer and executive
director of TOM Group Ltd. from July 2000 to January 2006. TOM
Group is listed on the main board of the Hong Kong Stock Exchange
and backed by Hutchison Whampoa, Cheung Kong Holdings and other
strategic investors. Mr. Wang's strategic vision and outstanding
leadership transformed the TOM Group. In just over three years,
TOM evolved from an Internet start-up into a premier
Chinese-language media conglomerate commanding leadership in five
key media sectors: Internet, outdoor media, publishing, sports,
television and entertainment. Mr. Wang led the company through
more than forty acquisitions and strategic alliances,
consolidating major media assets and building a media company of
unparalleled scope and scale in Greater China. Under the
stewardship of Mr. Wang, TOM Group's Internet flagship, TOM
Online, was listed on the NASDAQ and GEM Board of the Hong Kong

Hong Kong. Mr. Wang's achievements have been recognized in the
media sector with the award of top 10 "China Media People 2005".

* George Zacharias
Yahoo Web Services India

Mr. Zacharias joined Yahoo! India in February 2006. Previoulsy,
he was president and chief operating officer of Sify Limited from
March 2000 until January 2006. He has played a key part in
formulating and executing the strategies that turned around the
company, achieving profitability and leadership position in many
of its businesses, and in leading the management team through
Sify's rapid revenue growth during that time. Mr. Zacharias
joined Sify from Madura Coats, Bangalore, India where he had
worked for 16 years in a variety of sales, marketing and export
assignments and became, in 1997, president of Madura Garments,
the leading garment and retail company in India, then a division
of Madura Coats. As president of Madura Garments, he held profit
centre responsibility for the then US$23 million business that he
grew to US$55 million annual revenues in the next two and a half
years. He oversaw the launch of several national brands like
Peter England, Byford, San Frisco as well as the launch of new
retail formats like Trouser Town and Planet Fashion. Prior to
joining Madura, he was with Grindwell Norton (now St. Gobain).

Description On September 6, 2006, the IRS and Treasury Department issued much
anticipated proposed regulations under Section 987 governing the
translation of income of foreign branches and disregarded
entities, and the calculation of translation gains and losses
with respect to such entities. These proposed regulations (the
"2006 Proposed Regulations") take a dramatically different
approach from the prior proposed regulations (the "1991 Proposed
Regulations") and produce significantly different tax results.

As a follow up to our October 4th webcast on the 2006 Proposed

CINA, a non-profit organization, was founded in February 1992, by a group of Chinese professionals from the network computing industry. CINA has grown to over 3,000 members since its humble beginning. Today, CINA has grown to embrace and serve people from all different ethnicities and backgrounds.
